Project description
The project will replace the CAF's existing fleet of heavy tow trucks and associated equipment. The capability will enable modern technology to effectively recover newer and heavier armoured and logistics vehicles that cannot be recovered by the current fleet.
The Industrial and Technological Benefits Policy, including Value Proposition, will apply to this procurement.
Current status
Between October 2020 and March 2021, the draft RFP is being released in phases to qualified suppliers.
As a result of the Invitation to Qualify (ITQ) process, the Government of Canada established a list of qualified suppliers that have demonstrated the technical knowledge and experience to propose and develop solutions for the project.

The qualified suppliers will be invited to participate in the next phases of the procurement process and submit bids in response to any RFP resulting from this procurement process.
Procurement progress and engagement
The project will be completed through an open and transparent competitive process.
2017 to 2019
- Industry engagement, as part of the competitive process, began with the publication of Letters of Interest in April 2017 and March 2019 to seek industry feedback on the project
- Industry days and one-on-one sessions were also held to develop a shared understanding with industry about the project
- A draft Invitation to Qualify was released on June 17, 2019
- The feedback and information gathered from industry was used to develop the Invitation to Qualify, which was initially released on August 23, 2019, and closed on September 6, 2019
- On November 18, 2019, a new Invitation to Qualify was released with revised evaluation criteria, replacing the initial ITQ
2020 and beyond
- On January 10, 2020, a list of qualified suppliers was published
- Potential suppliers that meet the requirements specified in the ITQ can qualify during the review and refine requirements phase
- Engagement will continue until winter 2021 with:
- qualified suppliers to review and refine the requirements of the draft RFP
- industry stakeholders to share technical requirements through parallel engagement activities
- Draft RFP released in phases to qualified suppliers between October 2020 and March 2021
- Release of final RFP expected in summer 2021
