Project description
The TAPV project sought 2 simultaneous contracts for acquisition and support to a single contractor. TAPV are general multi-purpose vehicles that fulfill a variety of roles on the battlefield, from reconnaissance and surveillance to armoured transport. The new vehicles are replacing the role currently carried out by the Coyote armoured vehicle and the RG-31 armoured patrol vehicle, and will also complement the current G Wagon fleet.
The Industrial and Regional Benefits Policy applies to this procurement. This policy requires that TSCI invest in Canada equivalent to 100% of the value for both contracts.
Procurement progress and engagement
The procurement was completed through an open and transparent competitive process.
2009
- Letter of Interest was posted in July
- Early industry engagement began as part of the competitive procurement process
- Engagement continued throughout the procurement process
2011
- A Request for Proposals (RFP) was released on March 1
- The RFP closed in August
2012
- The Government of Canada awarded 2 contracts to TSCI of Ottawa, Ontario, to procure 500 TAPV and provide support for a period of approximately 25 years
- The vehicles and associated equipment contract was valued at $681.7 million
- The support contract was valued at $119 million and included in-service support
2014 and 2016
- The first vehicles were scheduled to be delivered in September 2014
- Challenges with the vehicles’ complex design were identified during testing in August 2014
- Reliability testing was then suspended to improve the vehicles before their delivery
- After improvements, a second round of reliability testing was successfully completed in April 2016
- Vehicle delivery to the CAF started in August 2016
2018 and beyond
- Final vehicles were delivered in December 2018
- The in-service support contract of an initial 5 years began after the delivery of the last vehicle
- It includes 20 1-year options
- The TAPV fleet will be in service for approximately 25 years
