What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
This procurement tool is for the purchase of:
- Category 1—Packaging material:
- shipping sack
- packing list envelope
- fast pack mailing tube
- friction top can
- paper bags and sack
- polyethylene bags and tubing
- wrap materials
- barrier materials
- cushioning materials
- tapes
- strapping and accessories
- garbage bags
- Category 2—Corrugated fibreboard products:
- sheet
- boxes
- Category 3—Packaging products for dangerous goods shipment:
- nylon bags
- “V” fibreboard boxes with liner
- steel cans in fibreboard box for fuel sample
- steel drums
How do we buy
- Standing offers (SO) are used to buy packaging materials and products
- Supplier is usually a corrugated fibreboard product manufacturer and act as a reseller for other packaging material
- Suppliers compete by offering firm prices per line item with the possibility of offering volume discounts. The price list include the line item prices and volume discounts making it easy for clients to shop and price
- The responsive offer with the lowest evaluated aggregate price per category is recommended for issuance of a SO
- The SOs are issued to qualified suppliers on a national basis by category. It is possible for 1 supplier to qualify for all categories
Socio-economic aspects
2 solicitations are issued for the requirement, 1 is open to all suppliers and the other is a set aside for aboriginal businesses. The SOs scope will include deliveries to to comprehensive land claim agreement (CLCA).
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SOs. Canada benefits from having quick access to a wide selection of packaging material as well as being able to use an efficient procurement method to fulfill their requirements.
