What do we buy

Public Services and Procurement Canada is to establish an NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

This procurement tool is used for the supply and delivery of commercially available off-the-shelf bilingual and unilingual automated external defibrillators (AEDs), accessories, and supplies on an as-and-when requested basis. The standing offer (SO) will include services related to the goods. Services included are medical oversight services, inventory management services, training programs as well as technical support and extended warranty services. This NMSO will include some areas subject to Comprehensive Land Claim Agreements (CLCAs) where possible.

Socio-economic aspects

Green procurement: environmental considerations will be included in the request for SO and will be part of the technical evaluation. Offerors who score high in the area of green procurement will be identified on the master price list.

Social procurement: the establishment of multiple SOs provides greater opportunity and encourages the participation of small, medium, and large enterprises, by reducing supplier barriers. Point rated criteria will be included to support the success of small and medium-sized enterprises, and businesses who are owned by under-represented groups, such as women, persons with disabilities and persons from visible minorities.

Accessibility will be considered and incorporated into the requirement.

Value / Savings / Considerations

As a result of the business volume, economies of scale are generated by the use of the SOs. Canada benefits from having quick access to a wide selection of AED suppliers as well as being able to use an efficient procurement method to fulfill their requirements. The SO will provide competitive pricing by offering multiple offerors to choose from.
