What do we buy
This requirement is to establish a NMSO on behalf of:
- Environment and Climate Change Canada
- other Government of Canada departments and agencies
- organizations participating in the Canadian Collaborative Procurement Initiative
This procurement tool is for high speed and portable battery operated remote controlled (RC) boats to support the operational requirements of Environment and Climate Change Canada. These RC boats will provide operational platforms for deploying acoustic Doppler current profilers in rivers and lakes across Canada to carry out river discharge measurements.
How do we buy
- Battery operated high speed and portable RC boats are procured via a call-up against the standing offer (SO)
- A request for standing offer (RFSO) will be published on buyandsell.gc.ca for 30 to 35 calendar days
- The period of the SO is for 5 years with the option to extend the offer by 1 option period of 1 year
- Up to 2 NMSO’s will be issued for delivery of goods to various locations within Canada including Comprehensive Land Claim Agreement areas
- Offerors are to provide firm price including delivered duty paid to destination
- Offerors will compete by offering prices for 1 or both categories of RC boats specified in the RFSO, evaluated against mandatory criteria requirements. The 2 categories are:
- category 1: High speed battery operated RC boat
- category 2: Portable battery operated RC boat
- The responsive offer with the lowest evaluated price per category will be recommended for issuance of a SO
- It is possible for 1 offeror to qualify for both categories

As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to battery operated RC boats as well as being able to use an efficient procurement method to fulfill their requirements.
