What do we buy
Axon, public safety operating system for Canada, agrees to provide a service to deliver body-worn cameras (BWC) and digital evidence management system (DEMS) software-as-a-service (SaaS) as a fully managed service to government departments, agencies and Crown corporations listed in Schedules I, I.1, II, III of the Financial Administration Act, R.S., 1985, c. F-11 as well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
The scope includes the following categories:
- available licenses
- combined BWC and DEMS
- DEMS-only
- cellular enablement
- live streaming
- storage for core and non-core content
*On-premises solution licenses are not available to authorized users (to be confirmed with Axon separately).
Each authorized user will have its own separate and distinct instance of Axon evidence. All configurations to the authorized user’s instance over and above Axon’s standard setup are the responsibility of the authorized user.
Any other goods and services outside of the scope of the contract should be procured separately by the authorized user using a different method of supply, outside of the contract.

- Professional services from the contractor may be ordered by the authorized user at the rates specified in the contract
All integration to Royal Canadian Mounted Police (RCMP) systems described in the contract are proprietary to the RCMP and will not be provided to other authorized users. Each authorized user is responsible for the development and costs of any integration specific to their implementations.
How do we buy

- The period of the contract is for 6 years with an option to extend by 2 additional periods of 3 years
- Selection is based on the highest combined rating of technical merit and price
- PSPC will act as the contracting authority for federal users
- PSPC will issue task authorizations (TA) to the contractor on behalf of federal authorized user
- CCPI users are to submit a service request order (SRO) to PSPC referencing the contract for validation
- PSPC will ensure that the requirements respect the scope of the contract
- Once validated, the SRO will be returned to the CCPI user for issuance to the contactor
- PSPC will not act as the contracting authority for non-federal government entities

As a result of the business volume, economies of scale are generated by the use of a collaborative method of supply. CCPI participants benefit from having quick access to BWC and DEMS Service as well as being able to use an efficient procurement method to fulfill their requirements.
