What do we buy
Public Services and Procurement Canada (PSPC) is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI). This procurement tool is used for the purchase of fire, safety and rescue equipment. Of these 3 main categories, 20 sub-categories are covering a wide range of products that can be bought via the standing offer (SO). The sub-categories are:
- Fire:
- firefighting equipment
- portable fire pumps
- firefighting foam and equipment
- hose testers
- ladders
- fire extinguishers and related equipment
- Safety:
- confined space breathing and gas detection equipment
- protective gloves
- head/ear/eye protection
- spill containment, prevention and storage
- signage
- portable wash stations/basins
- portable ventilation fans
- lighting
- fall arrest equipment
- Rescue:
- man-down alarms
- rescue equipment and training aids
- fall arrest equipment
- extrication tools
- struts kits
How do we buy
- SO are used to buy fire, safety and rescue equipment
- 1 bid solicitation is issued for the requirement and open to all suppliers. Suppliers are typically distributors; however some manufacturers supply their products directly
- Suppliers compete by offering percentage discounts from a manufacturer’s suggested retail price list (MSRP), delivered duty paid (DDP) to destination
- Only manufacturers for which we receive a minimum of 2 responsive offers per sub-category will be considered for inclusion in the SO to ensure competitive pricing
- Users normally select the suppliers with the highest percentage discount for all products, however product selection flexibility is permitted when specific types of products are required, for safety concerns, unavailability and/or technical reasons to achieve best value for the client

As a result of the business volume, economies of scale are generated by the use of the SO. CCPI participants benefit from having quick access to a wide selection of fire, safety and rescue products as well as being able to use an efficient procurement method to fulfill their requirements.
