What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
The change management training standing offer (SO) is used for acquiring instructor led, classroom based, change management training geared towards all levels of the workforce and specific to their respective roles in the execution of transformational change initiatives.
The training includes:
- materials
- tools
- methodologies
- other products to grow organizational change management capacity
- building a workforce competent in change management and position leaders and their constituents to successfully implement change initiatives and sustain their intended benefits
To meet the needs of various clients, multiple SO covering all regions across Canada will be issued providing suppliers the opportunity to offer different change management models and flexibility of class sizes. The SO will also provide flexibility for authorized users to choose the supplier of their choice for low dollar value requirements and the type of training that can meet their specific needs.
How do we buy
- Call-ups up to 25k may be issued to a supplier chosen by the authorized user
- Terms and conditions, including price discounts, are pre-determined in the SO
- Call-ups may be authorized using either a PWGSC 942-03 call-up form, the offeror’s website, email, phone or other electronic form that must address, at a minimum, the following elements:
- the agreement number
- the acceptance of the terms and conditions of the agreement
- a description and a unit price for each line item on the call up
- the total value of the call up
- the delivery point
- the method of payment
- acknowledgement of the user’s authority to enter into a contract

- The SO will provide competitive pricing by offering multiple SOs to choose from
- The establishment of multiple SOs provides greater opportunity and encourages the participation of small, medium, and large enterprises, by reducing supplier’s barriers
- New and existing offerors will have the opportunity to submit new offers or update their offerings on a semi-annual basis
