What do we buy
The National Master Standing Offer (NMSO) will be used to meet the following identified user’s voice security communication system requirements:
- Provide portable and mobile user equipment capable of full functionality on existing secure and non-secure communication systems, ASTRO Smart/Zone/OmniLink Trunked, ASTRO conventional vote scan systems and ASTRO digital voice security conventional infrastructures.
- Provide ongoing support and expansion of existing systems employing Motorola proprietary designed signaling for ASTRO and non-ASTRO request to talk (RTT), unit identification (UID), emergency (EMRG), standard MDC1200, PACS-MDC1200, and 1050Hz single tone schemes.
- Provide fully technical and functionally compatible voice security equipment employing DES, DES-XL, DES-OFB, and AES (256bit) FIPS certified encryption standards.
How do we buy
- The NMSO is a sole source, for a duration of three (3) years and two (2) option years, for a total of five (5) years.
- This NMSO procurement strategy was chosen as Motorola Canada Ltd. is the only known manufacturer and distributor of ASTRO digital voice security communication capable radio equipment(s). This NMSO is to supply equipment(s) that are both technically and operationally fully compatible and interchangeable on a module per module basis, with existing Motorola, ASTRO digital voice security communication equipment(s) currently in use.
- Call-ups over $40,000 must be authorized by the standing offer authority (except Department of National Defence [DND]). The standing offer authority is the contracting authority for all federal identified user call-ups above $40,000. DND, may issue call-ups up to $100,000 (applicable taxes included); the standing offer authority is the contracting authority for all call-ups above that amount.
- Provincial and territorial identified user that issues a call-up is the contracting authority for that call-up and resulting contract.

As a result of the business volume, economies of scale are generated by the use of the standing offers. Canada benefits from having quick access to a wide selection of Motorola radio equipment as well as being able to use an efficient procurement method to fulfill their requirements.
