What do we buy
The office paper Regional Master Standing Offer (SO) includes multipurpose and high run ability copy paper which contains post-consumer recycled fibers (30% to 100%), and agricultural waste fiber (100%). In addition 65 and 80lb card and cover stock are available. The SO includes three levels of service with respect to delivery and distribution.

- Offerors are typically office supplies retailers or paper wholesalers
- Solicitations are posted to CanadaBuys for this requirement
- One solicitation is open to all suppliers and the other is a set aside for aboriginal owned businesses
- Paper supplied meets or exceeds technical performance requirements based on industry standards and methods
- Offerors competes by offering prices for papers listed by size, weight, color, fiber content and service level
- Prices are provided in volume of 1 package, 1-39 boxes, 40-79 boxes and 80 boxes or more
- Prices offered where subject to an item by item evaluation and every offeror was given a prorated score based on unit prices
- The offeror with the highest total score above the minimum threshold was awarded a standing offer
- The entire list was subject to competitive financial evaluation and found to represent fair value to Canada
- Standing offers were issued to qualified highest scoring offer on a region by region basis
- Users may place their order with the qualified offeror that best meets their immediate requirement

- Public Services and Procurement Canada (PSPC) is the largest purchaser of environmental paper in Canada
- Paper must meet environmental performance requirements based on standards established by UL-Environment
- Standing offers are awarded on a region by region basis to allow participation by small and medium enterprise
