What do we buy
Public Services and Procurement Canada is to establish a NMSO for the supply of various configurations of P25 portable and mobile radios to support the operational requirements of the Royal Canadian Mounted Police and other Government of Canada departments and agencies as well as organizations participating in the Canadian Collaborative Procurement Initiative. This NMSO includes areas subject to Comprehensive Land Claim Agreements (CLCAs).
How do we buy
- P25 portable and mobile radio subscriber units are procured via a call-up against the standing offer (SO)
- A request for standing offer (RFSO) will be published on CanadaBuys for 30 to 35 calendar days
- The period of the SO is for 5 years with the option to extend the offer by 2 option period of 1 year
- The early engagement with industry was in the form of a request for information (RFI) process, soliciting valuable feedback from the industry regarding the availability of subscriber units that meet the criteria detailed in the statement of requirement (SOR):
- this early engagement resulted in an improved SOR and evaluation criteria for the RFSO
- The solicitation may result in up to 4 separate NMSO’s, 1 for each of the following streams:
- single band P25 portable and mobile radios
- dual band P25 portable and mobile radios
- multi band P25 portable and mobile radios
- P25 digital vehicular repeater systems
- Suppliers are typically manufacturers of P25 subscriber units, such as Motorola, Harris, etc.
- Suppliers compete by offering prices for each of the P25 radio streams specified in the solicitation:
- offers will be evaluated on an aggregate price basis per stream, for all items of the group as per the basis of payment in the NMSO
- The responsive offer with the lowest evaluated aggregate price per stream will be recommended for issuance of a SO
- SOs will be issued to qualified suppliers on a national basis by stream
- It is possible for 1 supplier to qualify for all streams

As a result of the business volume, economies of scale are generated by the use of SO. Canada benefits from having quick access to P25 portable radio and mobile equipment as well as being able to use an efficient procurement method to fulfill their requirements.
