What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including areas subject to comprehensive land claims agreements (CLCAs).
This procurement tool is to be used for the supply and delivery of ferromagnetic detection systems (FMDS) to be purchased on an “as and when requested basis”.
FMDS are cordless, rechargeable, free-standing, portable detectors used as non-intrusive search tools for the detection of ferromagnetic objects by monitoring the ambient magnetic field using magnetic sensors. The requirement will also include annual maintenance and extended warranty services.
How do we buy
- Canada will issue 1 standing offer (SO) for 3 firm years with the option to extend the offer by up to 2 additional 1 year periods
- Offerors will provide a fixed all inclusive price per unit, delivery charges excluded
- Offerors will be evaluated against the evaluation criteria
- A SO will be issued to the responsive offer submission with the lowest aggregate offer price
Socio-economic aspects
Enhanced competition facilitates opportunities for small, medium and niche offerors to do business with the Government of Canada. Mandatory and point-rated criteria will be included to support the success of small and medium-sized enterprises and businesses who are owned by under-represented groups, such as women, persons with disabilities and persons from visible minorities.
Green procurement: Environmental considerations will be included in the request for standing offer and will be part of the technical evaluation.
Accessibility will be considered and incorporated into the requirement.
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the standing offers. Canada benefits from having quick access to an efficient procurement method to fulfill their requirements.
