January 2018–Impact of Ontario Provincial Bill C-148 on Temporary Help Services method of supply in the National Capital Region

Please be advised that on November 27, 2017 Bill C-148, the Ontario Fair Workplaces, Better Jobs Act received Royal Assent. This new Legislation introduces a range of changes to the Employment Standards Act and the Labour Relations Act which may impact Temporary Help Services (THS) Suppliers.

  1. Minimum wage increase—this issue has been addressed and mitigation strategies were communicated in October 2017
  2. Equal Pay for Equal Work—takes effect on April 1, 2018
  3. Other changes—there are a number of other changes

Public Services and Procurement Canada is continuing to look at the impact this Bill will have. In the meantime and until further notice, it is recommended that upcoming THS contracts and call- ups have an end date no later than March 31, 2018. We apologize for any inconvenience that this may cause and will be communicating further information as soon as possible so that you may resume with awarding call-ups and contracts for requirements that go beyond March 31, 2018.
