Full-time group make-up Courses (Level B and Level C), in English or French, on the Offeror’s Premises
Work Stream 1
If, after completing language training under stream 1, a learner does not obtain the appropriate level from the Public Service Commission of Canada (PSC) Second Language Evaluation (SLE), the Identified User can register for a Level B or C make-up course, more than once if necessary.
The make-up course must have a duration of 6 weeks.
Training location:
The training is at the Offeror's Premises in the National capital region (NCR). The premises must be located within a radius of 10 km from the center of the Ottawa River, behind the Parliament Building on Wellington Street in Ottawa, Ontario (consult the list of Offerors and hourly rates) (available only on the Government of Canada network) for the exact address of the training).
Number of learners:
French Second Language Training: 4 to 6
English Second Language Training: 2 to 4
Training schedule:
8 a.m. to 4:30 p.m. Monday to Friday
Number of hours of training per week:
37.5 hours, including a 15-minute break in the morning and a 15-minute break in the afternoon. These two breaks must be included in the number of hours billed. Learners will also have a 60-minute lunch period, outside the 7.5 hour training period.
Step 1: Learner language assessment
The language placement test report is mandatory for full-time training. We recommend using the Offeror of work stream 7. But placement test from a third party may be used as long as it contains at minimum the following information:
- target language;
- target level (A, B or C);
- the recommended initial objective (see Appendix 3 of the standing offer);
- an estimate of the number of hours required to reach the target level;
Other recommendations (if applicable), such as:
- linguistic background;
- a linguistic profile (strengths and elements to work on); and
- pedagogical recommendations.
Step 2: Selection of the Offeror
Only one Offeror (consult the training schedules) and (consult the list of Offerors and hourly rates (available only on the Government of Canada network) for the exact address).
Make-up sessions can start at any time.
Offeror Selection Method
Tier 1
Identified Users can issue orders in accordance with the Government Contract Regulations, section 6 b) (i) (current estimated value of $40,000).
This method will be used when the value of the total need is estimated at less than the limit mentioned in the Government Contracts Regulations. If an order issued under this threshold must be amended to an amount above this threshold, the Identified User must document his file accordingly.
Tier 2—(call-ups up to a value of $400,000)
There is only one Offeror, you can send your call-up directly to the Offeror.
Step 3: Creation and issuance of call-up
The Identified User will send a call-up to the Offeror at least 10 business days before the start of the session and will attach the language placement test report.
Minimum information provided in each Call-up
- requested work stream;
- name(s) of the learner or learners;
- target level: A, B or C;
- target language;
- training session start and end dates;
- language placement test report for each learner;
- accommodations required, if applicable; and
- total billable amount in compliance with the Basis of Payment.
- Standing Offer number;
- the contact information (name, email address and mailing address, telephone number and name of the Federal Institution) of the training coordinator responsible for receiving all deliverables and answering questions related to the employee's training
- the contact information (name, email address and mailing address, telephone number and name of the Federal Institution) of the person responsible for receiving and paying invoices
- confirmation that funds are available under section 32 of the Financial Administration Act.
The Offeror may refuse the call-up if it is non-compliant or incomplete and thus result in the loss of processing priority of the call-up.
Step 4: Confirmation of group creation
The Offeror must submit written confirmation to the Identified User(s) no later than 5 business days before the training, including:
- the address and room where the training session will be held; and
- confirmation of the start date.
Cancellation fees and report
In accordance with Part 7, Section A, paragraph 7.14, “Cancellation and Rescheduling of Training”
, the following cancellation fees will be applied for each learner for whom a cancellation or rescheduling of training is requested. No other fees or compensation of any kind shall be payable by Canada.
- Prior to commencement of training:
- Notice of at least 10 working days or more: $0
- Notice of less than 10 working days: The entirety of the session on the Call-up, without exceeding 100% of the contract value
- Cancellation after the start of the Training:
- With or without a notice: The entirety of the session on the Call-up, without exceeding 100% of the contract value
Unforeseen Absences
The Identified User shall pay the Offeror for any of a learner’s absences, and such absences cannot be made up at the end of the training.
