SUBJECT : Government of Canada Pension Modernization Project (GCPMP) - Release 2.0 - New Secure Crown Corporation Portal

1. PURPOSE

1.1. The purpose of this advice is to provide Crown corporations and territorial governments with instructions on how to access the new secure Crown Corporation Portal; how to navigate within the Portal and to provide information about the new Web-based tools available on the Portal.

2. BACKGROUND

2.1. The GCPMP was established to develop and implement the business transformation and information technology solutions for the renewal of the Public Works and Government Services Canada (PWGSC) pension systems and services. This project will provide a modern pension administration infrastructure through a phased adoption of commercial-off-the-shelf (COTS) software solutions for both the core pension administration and Customer Relationship Management (CRM). The transition to this new solution will be carried out in parallel with business transformation, changing the way pension administration is delivered.

In the fall of 2010, the GCPMP will implement Release 2.0. This release will provide new core pension administration tools related to the administration of contributor accounts and will introduce new web-based self-service functions for Crown corporation employers, including the new secure Crown Corporation Portal.

Testing of the new portal application will commence in late spring and continue through the summer of 2010.

3. Secure Crown Corporation Portal

3.1. Contents

The content of the secure Crown Corporation Portal for employers will be grouped into four types of information. These groups of information will be located on the menu bar on the left side of the screen.

  1. Data Capture Tool (DCT)
    NOTE: The DCT will only be available to employers not serviced by the Regional Pay System (RPS)
  2. Procedures
  3. Communications and
  4. Crown Corporation Portal Resources

3.2. Access to the Secure Crown Corporation Portal

All Crown corporation and territorial government employers will have access to the new secure Crown Corporation Portal. In order to access the Portal, the employer will require an Internet connection, either through a private Internet service provider or the Government of Canada Secure Channel Network (SCNet).

Designated employer representatives will each require a user ID and password, which will be obtained by completing the application form PWGSC-TPSGC591, "Employer Representative User ID Request". This form will be available on
"Your Public Service Pension and Benefits" Web site. This form must be completed and sent to the Public Service Pension Center (PSPC) Employer Services to the address provided on the form. An account will be set up and a User ID will be sent by email to the employer representative. The employer representative will then be required to contact the PWGSC National Service Desk at 1-855-830-7782 to obtain a password.

A special one-time process will be followed to provide the employer representatives' accounts for the portal prior to implementation. The process will be fully described in an email to all Crown corporation and territorial government employers six weeks in advance of the implementation date. Essentially, the process will require the employers to complete and mail the application form (PWGSC-TPSGC 591) to acquire portal employer representatives' accounts. This special process will result in portal users having immediate access to the secure Crown Corporation Portal on implementation date.

The employer representatives will be responsible for maintaining the secrecy of access identifiers and passwords. Should an authorized portal user leave his/her position, the employer will be responsible for notifying the PSPC Employer Services by completing the PWGSC-TPSGC 591 form.

3.3. Login Process

To access the portal, the users will go to "Your Public Service Pension and Benefits" Web site and select their language preference. Users will then go to the "Employer" page where a link to the secure Crown Corporation Portal will be displayed.

When the user clicks the link to the portal, the "Access Request To The Crown Corporation Portal" page will be displayed. This page advises the user about his/her responsibilities when using the portal. To continue, the user must accept these conditions and select "Continue". The "Login" page will then be displayed where the user will enter his/her user ID and password, and then select the "log in" button. The user's profile will be authenticated and the "Crown Corporation Portal Home" page will be displayed.

The Crown Corporation Portal Home page will display broadcast messages, announcements and the number of unread secure messages.

4. Data Capture Tool (DCT)

4.1. This functionality will only be available to non-RPS Crown corporation and territorial government employers for submitting employee data required for pension administration. For employers serviced by RPS, the member data will automatically be submitted to the DCT from the RPS. Therefore, these employers will not require access to the DCT.

The DCT menu will provide the following options:

  • Launch DCT - for member data entry,
  • Web Based DCT Training - to access the training presentation, and
  • DCT User Manual - to provide guidance to the DCT user.

A separate Special Advice to Crown Corporations on the use of the DCT will be issued at a later date.

5. Procedures

These are the functions and information relevant to employers using the secure Crown Corporation Portal.

5.1. Business Procedures:

The "Business Procedures" page will provide information and guidance on the usage of the portal. This page will have information such as the schedule for monthly remittance of contributions, the employer contribution rates, and instructions for using the "Secure Messaging" and "Web Inquiry" facilities.

6. Communications

6.1. "Communications" will provide the user with the following functionalities:

  • Secure Messaging,
  • Web Inquiry,
  • Update E-Mail Address, and
  • Contact PSPC.

6.1.1. Secure Messaging:

Selecting "Secure Messaging" will bring the employer representatives to a page where they will select and access their mailboxes. There will be two types of mailboxes: Accounting and DCT, from which to send and receive secure messages. The users will be able to read, create, and respond to messages from these mailboxes.

The user will be notified by email when a message has been received in his/her mailbox. Upon completing the
PWGSC-TPSGC 591 form, the employer representative will be required to provide an email address. This email address will be used to send a notification that a message has been posted in the user's secure mailbox.

The main use of the "Secure Messaging" tool is to send Crown corporation and territorial government employers their monthly invoice for the remittance of contributions. The notice of "Monthly Remittance of Superannuation Contributions (Public Service Corporations)" PWGSC-TPSGC 2292-PF, will be sent to their "Accounting" mailbox. The notice will be sent on the second day of each month, based on the contribution information received from the employer for the previous month.

Secure messages can be initiated by the new pension solution sending an invoice, by a pension expert at PSPC, or by a Crown Corporation Portal user.

6.1.2. Web Inquiry

The "Web Inquiry" will bring the employer representative to a page from which he/she will be able to send structured queries that will be forwarded to a pension expert in the PSPC. The request will be processed within five (5) business days, and the user will receive a response in a format appropriate to his/her request or as specified in the request. This will be a one way communication vehicle and is not intended for exchanges of information. Exchanges of information should take place using the "Secure Messaging" facility.

6.1.3. Update E-Mail Address and Acknowledgment Page

This function will allow the employer representatives to change their portal email addresses. Changing this email address will only update the email address for the portal. Once the user has sent the changes, a page will be displayed with a message indicating the update was sent successfully.

6.1.4. Contact PSPC

Once on the "Contact PSPC" page, general information on PSPC will be displayed such as telephone numbers and mailing address. Also, links such as "Secure Messaging", "Web Inquiry" and the "Privacy Notice Statement" will be available within the body of the "Contact PSPC" page.

6.1.4.1. Feedback

A space for feedback will be reserved on the "Contact PSPC" page. This facility will enable the employer representatives to send feedback to PSPC about the Portal. The users will have the option to provide an email address in order to receive a response to their comments. There will also be a warning message about putting confidential information in the comments and a privacy notice.

A confirmation page will be displayed with a "Thank You" note indicating that the message has been sent. If the user entered an email address, he will also receive an acknowledgment of receipt of the feedback comment.

The user will click on the "Close" button and be returned to the Crown Corporation Portal Home page.

7. Crown Corporation Resources

7.1. The "Crown Corporation Resources" are additional tools and information for the employer representatives

They include "Related Sites", "Compensation Publications", "Frequently Asked Questions(FAQ)", "Employer Glossary" and more.

7.1.1. Related Sites:

This link will display a page with a list of external unsecured sites. For example:

  • Treasury Board of Canada Secretariat, and
  • PWGSC Compensation Sector.

The employer representative's current language selection will be provided to the external sites, if it is available.

7.1.2. Compensation Publications

This page will contain links to the Compensation Sector publications such as Special Advice to Crown Corporations, Compensation Directives and the Personnel-Pay Input Manual (PPIM).

7.1.3. Search Crown Corporation Portal

This functionality will allow the user to search within the secure Crown Corporation Portal. The search page will also have an advance search capability for better search results.

7.1.4. Frequently Asked Questions (FAQ's)

This page will display a list of frequently asked questions and their responses.

7.1.5. Employer Glossary

The "Employer Glossary" is a list of acronyms relevant to pension and pay business.

7.1.6. Site Map

The "Site Map" is a visual model of the portal's content that will allow the users to navigate through the site to find the information they are looking for. This will help the users to easily navigate their way around the Portal.

7.1.7. Logout

The "Logout" menu item will terminate the portal session and display a "Successful Logout" page where the user will be redirected to the "Login" page.

7.1.8. Proactive Disclosure

This will redirect the user to a page that contains the relevant documents describing the PWGSC statements, and links concerning proactive disclosure.

8. Instructions

Further communications to non RPS employers will be forthcoming with more specific information regarding the use of the DCT.
