Subject: Changes to submission requirements for the Termination/Retirement information (PWGSC-TPSGC 4242) form

As of September 27, 2021, the majority of the information previously contained in the Termination/Retirement Information (PWGSC-TPSGC 4242) form is now reliably available within the pension administration tool, Penfax.

Client departments, Crown corporations, agencies or territorial governments are no longer required to send a PWGSC 4242 to the Government of Canada Pension Center in the following situations (previously outlined in SAM 2011-002):

  • Within five business days of a termination of employment transaction for all plan members
  • When plan members with no break of service who terminate employment and move from a department where Treasury Board is the employer to a Crown Corporation/Separate Employer or vice-versa, or who move between two Crown Corporation/Separate agencies both covered under the Public Service Pension Plan
  • When plan members are terminated and are to be transferred to another pay system or Pay office not within the PWGSC pay system
  • When a retroactive salary increase occurs after termination of employment
  • When a change in salary will affect the member’s Supplementary Death Benefit coverage
  • When a pensionable allowance effective on the last day of employment is changed

Any completed PWGSC-TPSGC 4242 forms with a debt to the crown that were submitted to the Government of Canada Pension Centre since June 1, 2018 have not been processed and therefore must be resubmitted to the Receiver General collection team.

Recovery of debts to the crown is being managed by the Receiver General for Canada, by a team within the Government of Canada Pension Centre.
