SUBJECT: Public Service Alliance of Canada (PSAC) Retroactivity Cheques

1. PURPOSE

1.1 The purpose of this directive is to advise departments and paying offices of the appropriate action to take regarding overpayments which may result from employees in acting status during the retroactive period.

2. PROCEDURES

2.1 Further to Treasury Board Telex dated June 6, 1989 departments are requested not to cancel retroactive cheques when overpayments are not large or when the departments ability to collect on future monies is not jeopardized.

2.2 However, if overpayments are excessive and cannot be collected from future payments cheques are to be returned to Supply and Services Canada (SSC) paying offices for recalculation and reissue.

2.3 It must be noted that if departments do not use discretion regarding the above, SSC's ability to meet the 90 day implementation period could be compromised.
