SUBJECT: New Bargaining Status Exclusion Codes

1. PURPOSE

1.1 The purpose of this directive is to introduce four new bargaining status exclusion codes for field 26 and to advise you of certain changes to existing exclusion codes.

2. BACKGROUND

2.1 As a result of the Public Service Reform Act (C-26), Treasury Board Canada has identified a requirement for expansion of the existing bargaining status exclusion codes.

3. POLICY

3.1 Changes identified in this directive are operational in the Regional Pay System (RPS) as of December 18, 1996.

4. PROCEDURES/INSTRUCTIONS

4.1 The four new exclusion codes are as follows:

  • Exclusion Code 48
    This new exclusion code pertains to employees of the Personnel Administration (PE) Group ( Bargaining Unit Designator (BUD) 307). The Personnel Pay-Input Manual (PPIM) description assigned to this code is "an employee of the PE Group not subject to collective bargaining and not subject to union dues check-off".
  • Exclusion Code 49
    This new exclusion code pertains to employees of the OM Group (BUD 306). The PPIM description assigned to this code is "an employee of the OM Group not subject to collective bargaining and not subject to union dues check-off".
  • Exclusion Code 50
    This new exclusion code pertains to employees of the MM Group (BUD 314). The PPIM description assigned to this code is "an employee of the MM Group not subject to collective bargaining and not subject to union dues check-off".
  • Exclusion Code 51
    This new exclusion code pertains to employees of the AT Group (BUD 302). The PPIM description assigned to this code is "an employee of the AT Group not subject to collective bargaining and not subject to union dues check-off".

4.2 Exclusion code 29 previously identified as "a person employed in an organization not listed in Schedule 1, Part 1 of the Public Service Staff Relations Act" is no longer required and as such has been deleted from the RPS programs.

4.3 Exclusion code 40 previously identified as "an employee not subject to collective bargaining and not subject to union dues check-off, including all employees in the AT, MM, OM and PE groups" has been amended to "Governor in Council appointees".

4.4 In order that the correct exclusion code structure be reflected in field 26 for the affected groups, the Paying Offices will process the following bulk changes to the RPS:

  • Bulk Change 1
    Select all pay accounts with BUD 307 (PE Group)
    Change value of field 26 to 48
  • Bulk Change 2
    Select all pay accounts with BUD 306 (OM Group)
    Change value of field 26 to 49
  • Bulk Change 3
    Select all pay accounts with BUD 314 (MM Group)
    Change value of field 26 to 50
  • Bulk Change 4
    Select all pay accounts with BUD 302 (AT Group)
    Change value of field 26 to 51
  • Bulk Change 5
    Select all pay accounts with BUD 710 (OC-GIC Group)
    Change value of field 26 to 40
