SUBJECT: One-time Bonus Payment -- Collective Agreement for Employees in the Financial Management (FI) Group

1. PURPOSE

1.1 The purpose of this directive is to provide information regarding a one-time bonus payment for certain employees in the Financial Management (FI) Group, as a result of the FI collective agreement signed on December 22, 2006.

1.2 A notice of information to employees concerning the above subject has been included with this compensation directive.

2. BACKGROUND

2.1 The collective agreement provides for a one-time bonus in the amount of $300, payable to all employees in the FI group at the FI-01 and FI-02 levels (Bargaining Unit Designator (BUD) code 30400) on December 22, 2006.

3. POLICY

3.1 The one-time bonus in the amount of $300 is payable to all active and temporarily struck off strength (T- SOS) employees in the FI group at the FI-01 and FI-02 levels on the date of signing of the collective agreement . This includes indeterminate and term employees, casuals as well as employees acting in FI-01 and FI-02 positions. Part-time employees will receive the total amount of the bonus (not prorated).

3.2 The one-time bonus payment is subject to income tax, the Canada Pension Plan (CPP) or the Quebec Pension Plan (QPP), the Employment Insurance Plan (EI) and the Quebec Parental Insurance Plan (QPIP) deductions.

3.3 The one-time bonus payment is not to be considered as salary for recalculation purposes. It is not subject to the Disability Insurance Plan (DI), the Long-term Disability Insurance Plan (LTD), the Public Service Pension Plan (PSPP), the Supplementary Death Benefit Plan (SDB) and the Public Service Management Insurance Plan (PSMIP) deductions. It is not to be used to calculate the 4% gratuity or other entitlements such as premium pay in lieu of statutory holidays.

3.4. Acting Pay

The one-time bonus is payable to employees based on the position they occupied on the date of signing of the collective agreement, including employees who are receiving acting pay at the FI-01 or FI-02 level.

3.5. Dual Employment

Employees occupying two positions at the FI-01 or FI-02 level and who are on leave without pay (LWOP) from one of the positions, will receive the one-time bonus payment once.

3.6. Dual Remuneration

Employees working in two positions at the FI-01 or FI-02 level and receiving dual remuneration, will receive the one-time bonus payment once.

4. PROCEDURES/INSTRUCTIONS

4.1 This collective agreement must be implemented within 90 calendar days after the date of signing of the collective agreement. Consequently, eligible employees in the FI group shall receive the one-time bonus payment by March 22, 2007.

4.2 Consolidated Systems Control Division (CSCD) will automatically process the one-time bonus payment (Entitlement code 088) on January 22, 2007, for eligible employees in the FI group excluding those in dual employment/dual remuneration situations. Please note that all applicable pay frequencies (7A, 7B and 7C) will be processed on the same date.

4.3 A "No Payment" report will be produced for employees in dual employment / dual remuneration situations. Compensation advisors will be responsible for processing these payments manually.
