SUBJECT: Reinforcement of Security for Departmental Inquiry Access

1. PURPOSE

1.1 The purpose of this directive is to inform clients of a change in the Regional Pay System (RPS) and in the Compensation Web Applications (CWA) to strengthen security procedures for departmental inquiry access.

2. BACKGROUND

2.1 Public Works and Government Services Canada (PWGSC) has introduced an edit control in the On-line Departmental Security application designed to restrict access at the paylist level. A major change is that RPS and CWA users with pay and benefits (PAB), verifier (VER), authorizer (AUT), pay office agent (POC) and auditor (AUD) access will no longer need the inquiry (INQ) user class. These users will have access to the inquiry features using function key PF5. It is the responsibility of departments to ensure that RPS users have access to the compensation data they need to carry out their compensation related duties.

2.2 This directive should be read in conjunction with Chapter 17 of the Personnel-Pay Input Manual (PPIM).

3. PROCEDURES/INSTRUCTIONS

3.1 These changes will be implemented using a phased-in approach.

  • October 30, 2007: The current Departmental Security Menu (PDSEC) was modified with an additional menu item entitled "AIU Assign Inquiry User". The Security Access Control Officers (SACO) are responsible for accessing the new menu item and entering the user IDs of staff who require inquiry access functions. From this menu the SACO will navigate to get to the new "Assign Inquiry Users (PDAIU)" screen. This screen will enable the SACO to enter up to 200 user IDs of employees who require inquiry access based on the department, pay office and paylist.
  • Mid-December 2007: PWGSC will deactivate access to the existing "INQ" user class for users that already have access to the inquiry features using the PF5 key in their main user class (such as DAT, PAB, VER, AUT, POC, AUD).
  • End of February 2008: Security will be applied.

3.2 Client departments must review and input the required information in the on-line security prior to the end of February 2008. All PWGSC Compensation service offices, Canada Revenue Agency and Canada Border Services Agency that have users with Inquiry (INQ) user class category only will not be affected by this change.

3.3 It is the client department's responsibility to ensure that all designated SACOs receive the necessary training to perform their functions. In addition, it is critical that the user access is limited to those classes required for users to fulfill their compensation functions.

3.4 Please note that the PPIM will be updated to incorporate the information contained in this directive.
