SUBJECT: Signing Bonus -- Collective Agreement for Employees in the Air Traffic Control (AI) Group

1. PURPOSE

1.1 The purpose of this directive is to provide information regarding a signing bonus payable to all eligible employees in the Air Traffic Control (AI) Group, as a result of the new AI collective agreement signed on June 25, 2008.

1.2 A notice of information to employees concerning the above subject has been included with this compensation directive.

2. BACKGROUND

2.1 The new collective agreement provides for a signing bonus in the amount of $500, payable to all eligible employees (union members) in the AI group (bargaining unit designator (BUD) code 40202) on June 25, 2008.

3. POLICY

3.1 The Public Service Labour Relations Act (PSLRA) requires that this new collective agreement must be implemented within 90 calendar days after the date of signing of the collective agreement. Consequently, employees in the AI group shall receive the signing bonus by September 30, 2008.

3.2 The signing bonus is subject to income tax, the Canada Pension Plan (CPP) or the Quebec Pension Plan (QPP), the Employment Insurance (EIP) plan and the Quebec Parental Insurance Plan (QPIP).

3.3 The signing bonus is not to be considered as salary for recalculation purposes. It is not subject to the Disability Insurance (DI) Plan, the Long-term Disability Insurance Plan (LTD), the public service pension plan, the Supplementary Death Benefit Plan (SDBP) and the Public Service Management Insurance Plan (PSMIP) deductions. It is not to be used to calculate the 4% gratuity or other entitlements such as premium pay in lieu of statutory holidays.

3.4 The signing bonus (entitlement code 360) is a lump sum in the amount of $500 payable to all active and temporarily struck off strength (T-SOS) employees (union members) in the AI group on the date of signing of the collective agreement. This includes indeterminate and term employees appointed for a period equal to or greater than three months, as well as those acting in AI position. Casual employees, terms less than three months and excluded employees are not allowed to receive a signing bonus.

3.5. Part-time

Part-time employees who are part of the bargaining unit and are paying union dues will receive the total amount of the bonus (not prorated).

3.6. Acting pay

Employees who, on the date of signing of the collective agreement, act in AI position for a minimum of four months plus one day will receive a signing bonus.

3.7. Term

Employees who are in the bargaining unit at the date of signing of the collective agreement and working three months or more will receive a signing bonus.

3.8. Salary protection

The signing bonus is payable to employees in a salary protection situation.

3.9. Dual employment

Employees occupying two positions within units represented at the same bargaining table and on leave without pay (LWOP) from one of the positions will receive the signing bonus once.

3.10. Dual remuneration

Employees working in two AI positions and receiving dual remuneration will receive the signing bonus once.

4. PROCEDURES/INSTRUCTIONS

4.1 Compensation advisors will be responsible for creating the transaction, using entitlement code 360, and ensuring that this payment is received by all eligible employees no later than September 30, 2008.
