SUBJECT: Changes to Collective Bargaining Status Codes

2. PURPOSE

1.1. The purpose of this directive is to advise client departments of the review of collective bargaining status codes in the Regional Pay System (RPS), resulting from modifications to the Public Service Labour Relations Act (PSLRA) that became effective April 1, 2005.

2. BACKGROUND

2.1. The Treasury Board Secretariat has reviewed all existing collective bargaining status codes and found several codes that are no longer valid. One of the major changes is the deletion of Bargaining Status Codes 43, 44, 46, 47, 49 and 50.

2.2. After consultation with several departments, it was determined that only one Collective Bargaining Status Code (48) would be used for all unrepresented groups.

3. PROCEDURES/INSTRUCTIONS

3.1. In order that the correct collective bargaining status code be reflected in field 26 for the unrepresented groups, Public Works and Government Services Canada (PWGSC) will process a bulk change to the Master Employee Record (MER), on September 28, 2009. Codes 49, 50, 51 and 52 will then be changed to Code 48.

3.2. Effective September 29,2009, codes 51 and 52 will be suspended until further notice. As a result of this change, a new edit control will be introduced to prevent the use of codes 51 and 52. The message PB/PDRA7 "Invalid Bargaining Status Code/Code de situation syndicale invalide" will be generated when using these codes.

4. PAY OFFICE RESPONSIBILITIES

4.1. There are no new responsibilities to be assigned to the pay offices as a result of this change.

4.2. The Personnel-Pay Input Manual (PPIM) will be updated to incorporate the changes contained in this compensation directive.
