SUBJECT: New On-Line Access and Security Management Guide for the Regional Pay System

1. PURPOSE

1.1 The purpose of this directive is to provide information regarding the publication of the new On-Line Access and Security Management Guide for the Regional Pay System (RPS).

2. BACKGROUND

2.1 The department of Public Works and Government Services Canada (PWGSC) has been receiving inquiries from departments seeking clarification on roles and responsibilities related to on-line access and security management for the RPS.

2.2 As a result of these inquiries, PWGSC committed to developing an integrated document outlining the roles and responsibilities of the key stakeholders in administering the on-line access and security management for the RPS.

2.3 The guide provides easy to follow directions to clients and security access control officers (SACO) in the management of users in their departments requiring pay system access, as well as the procedures and standards that SACO s must follow.

3. PROCEDURES/INSTRUCTIONS

3.1 The new On-Line Access and Security Management Guide is available on the Compensation Sector Web site at: On-Line Access and Security Management Guide.

3.2 Section 17 of the Personnel-Pay Input Manual (PPIM) will be updated shortly to avoid confusion and duplication of information. In the meantime please note that the new On-Line Access and Security Management Guide provides the most up-to-date information and should be treated as the primary source of information, should a conflict arise between the PPIM and the On-Line Access and Security Management Guide.

3.3 Effective April 1, 2011, successful completion of the PWGSC On-Line Departmental Security Application course will be mandatory before becoming a SACO. The course is called "On-Line Departmental Security Application" (PA09). For the course calendar and registration information, please refer to the Compensation Sector training Web site at the link below and select your regions. Welcome to Compensation Training.

This course will be available online as of April 1, 2011.

The training is not mandatory for SACO 's appointed on or before March 31, 2011, however it is strongly recommended that all SACO s complete this training and read the On-Line Access and read the Security Management Guide for the Regional Pay System.
