Summary
The National Capital Commission (NCC) is seeking access to $36.9 million for 2022 to 2023 to pursue the acquisition of key strategic lands and assets, as well as to complete the construction of the Memorial to the Victims of Communism-Canada, a Land of Refuge.
The funding is sourced from money earmarked through Budget 2021.
Purpose of the funding
Of the funding, $33 million will enable the NCC to acquire and maintain key strategic lands and assets in the National Capital Region (NCR) as part of a broader effort to advance environmental sustainability, ecological integrity and active transportation across the region.
The remaining $3.9 million of these funds are being transferred to the NCC from Canadian Heritage (PCH) to complete the construction of the Memorial to the Victims of Communism.
Background
Through Budget 2021, the federal government earmarked $35 million over 5 years for the NCC to support the acquisition and upkeep of federal assets, green infrastructure and spaces in the National Capital Region. Serving as a green acquisition fund, this investment will support the NCC’s acquisition of key strategic lands and assets, as part of a broader effort to advance environmental sustainability, ecological integrity and active transportation across the region.
The NCC is currently constructing the Memorial to the Victims of Communism. Due to unforeseen circumstances and cost increases arising from market conditions, the project needs additional funding in order to be completed. Federal Budget 2021 provided additional funding to Canadian Heritage to support the completion of this project, which is being transferred to the NCC through Supplementary Estimates B.
