Classification and Salary Ranges - Minister's Exempt Staff

SUBJECT: Minister's Exempt Staff

1. PURPOSE

1.1 The purpose of this directive is to advise you of revised classifications and salary ranges for Minister's exempt staff.

2. BACKGROUND

2.1 By Treasury Board Minute 820828 dated November 25, 1993, the Treasury Board Ministers approved a new classification standard and new policies on terms and conditions of employment for Minister's exempt staff.

3. POLICY

3.1 The new classification subgroups, as described below, and revised salaries are effective November 4, 1993.

4. PROCEDURES/INSTRUCTIONS

4.1 The position of Chief of Staff Bargaining Unit Designator (BUD) code 72000 has been eliminated. Consequently, this classification has been removed from the Pay Rates Control File.

4.2 The salary range maximum for Executive Assistants (BUD code 72001) has been revised to $93,200 which represents the current maximum for the EX -2 level in the Executive Group. Executive Assistants are entitled to employer-paid group insurance benefits and vacation leave entitlements provided to EX-2's.

4.3 The salary range maximum for Special Assistants (BUD code 72002) has been revised to $66,729 which represents the current maximum of the PM -6 level of the Programme Administration Group.

4.4 As in the past, Ministers and now Secretaries of State may still hire support staff in the Secretarial, Stenographic and Typing Group as well as the Clerical and Regulatory Group. The BUD codes representing the exempt support staff are 72004 (OCE), 72005 (STN), 72006 (TYP), 72007 (SCY) and 72008 (CR).

Note: The 10% in lieu of overtime and bilingual bonus, previously added to the rates of pay for the exempt support staff, has been removed. Salaries set by Ministers or Secretaries of State will be deemed to include compensation for overtime and the bilingual bonus. Therefore, the rates of pay will now coincide with those for collectively bargained employees.

4.5 The salary range maximum for those hired as "Administrative Assistants" (considered to be a subgroup of the Private Secretary position - BUD code 72003) must now coincide with those currently in place for collectively bargained employees at the AS-1, AS-2 and AS-3 levels of the Administrative Services Group.

To this effect, the classification of MS-PRS-00 has been replaced with three new classifications: MS-PRS-01 (rates corresponding to the AS-1 level), MS-PRS-02 (rates corresponding to the AS-2 level), MS-PRS-03 (rates corresponding to the AS-3 level).

4.6 A new BUD code has been identified to accommodate the new General or Junior Special Assistant subgroup. The particulars are as follows:


  • BUD code 72009
  • MS- GSA -01 (salary range from $1.00 to $47,514)
    MS-GSA-02 (salary range from $1.00 to $56,821)

The maximum of $47,514 for the MS-GSA-01 classification represents the maximum of the PM-4 level whereas the maximum of $56,821 for the MS-GSA-02 classification represents the maximum of the PM-5 level.

4.7 The corresponding rates of pay for the Minister's exempt staff have been attached for information purposes.

4.8 The revised rates of pay and classifications will be included on version 389 of the Pay Rates Control File scheduled for production on December 22, 1993. As of this date, client departments may submit pay input.
